Service Delivery Review

  • Client Challenge

Many municipalities face increasing pressure to deliver reliable and cost-effective water and wastewater services amid aging infrastructure, rising operating costs, regulatory complexity, and limited internal capacity. Small and mid-sized communities in particular may lack the financial or staffing resources to evaluate alternative service models or identify efficiencies—resulting in missed opportunities for cost savings, improved service quality, and long-term sustainability.

  • How We Can Help

Aureus conducts comprehensive Service Delivery Reviews to help municipalities optimize their water and wastewater operations. Through consultations with staff and Council, site reviews, financial assessments, and regulatory analysis, we assess your current service model and forecast future operational needs. We develop and compare multiple service delivery options—including internal operations, contracted services, and shared service arrangements—using clear performance and cost metrics. Our process supports informed decision-making, improved governance, and sustainable service delivery tailored to each community’s needs.

Featured Project

Aureus was engaged by a small municipality in Ontario to evaluate options for the delivery of its water and wastewater services. The municipality sought to better understand the cost, risk, and long-term implications of continuing with its external service provider versus moving to an in-house or shared service model. Working with financial consultants and municipal leadership, Aureus completed a detailed operational review, assessed asset management and staffing needs, and developed lifecycle cost comparisons for each option. The review identified several viable models, including alternatives that could potentially save the municipality hundreds of thousands of dollars over time, without compromising regulatory compliance or service quality. The final report provided Council with clear, actionable recommendations and a strong foundation for strategic decision-making.
